Meet the friendly staff at Desert Valley Equine Center!

  • Dr. Tim Phillips

    Dr. Tim Phillips was raised on a Montana cattle ranch owned by his family since the late 1800’s. The ranch is located in Central Montana in the high plateau region on the east slope of the Rocky Mountains. Dr. Phillips has had a lifelong connection with horses and livestock. He attended Montana State University, majoring in pre-med (there was no pre-vet curriculum at that time). He was accepted to the Colorado State University’s School of Veterinary Medicine in 1970 where he completed his Bachelor of Science and Doctor of Veterinary Medicine degrees. After graduation in 1974, he moved to Oregon to begin his practice career in Portland under the mentorship of Dr. John Metcalf, one of the Northwest’s first exclusive equine practitioners.

  • Randi Garthwaite
    Practice Manager

    Randi grew up in Willamette Valley and moved to Central Oregon in 1994. She was raised around horses and began riding and competing at a very young age. Traveling with her Mom (Carolyn Hultberg) they barrel raced and competed in rodeos all over the northwest. Randi is still training and competing. She is married to Todd Garthwaite and they have a son Jayce(19) and a daughter Gracie (16). Randi’s extensive experience with horses makes her a wonderful addition to our team. Her friendly smile, cheerful attitude, and love of horses are a warm welcome to all our clients as well as our staff. In her spare time, she enjoys spending time with her family and riding her horses.

  • Andrea Locke, Certified Veterinary Technician

    Andrea grew up in Joseph, Oregon on her families cattle ranch.

    she has grown up with all types of ranch animals, but has always had a special interest in horses.
    Andrea has lived in Central Oregon for 11 years. She graduated from Central Oregon Community College in spring of 2018 with her Associates of Applied Science in Veterinary Technology. Through that 2 year program she acquired her Certificate as a Veterinary Technician.

    She had gone through 4-H then later found Three- Day Eventing 15 years ago.
    She enjoys participating and competing  in  little schooling shows.
    Andrea has a Border Collie, 2 cats, 1 Thoroughbred, 1 Quarter horse and a mini horse.
    When she is not riding her horses and working at Desert Valley Equine. She enjoys hiking, snowboarding, yoga, backpacking and helping her dad with the cattle and the farm back home.
